Supplemental Appropriations Bill Also Known as REAL ID poised to pass Congress

The REAL ID bill has some very misguided provisions regarding drivers licenses, the elimination of some forms of judicial review, and some restrictions on political asylum.

There are, however, some positive aspects to the bill. The legislation creates a new quota of 10,500 "E3" visas for Australians which are similar to H-1B visas. This will act to increase the H-1B cap since Australians can apply for E3 visas rather than taking H-1B numbers.

The bill also includes some relief for the H-2B program by making returning H-2B beneficiaries exempt from the cap and by allocating the H-1B numbers between the first and second half of the year.

The bill also increases the quota for Schedule A applications which include nurses, physical therapists, and individuals of exceptional ability.
