Security Checks Will Significantly Delay Processing

INS has confirmed that additional background clearances procedures, required on all cases including naturalization, even for those cases in which a good deal of processing has already taken place, will significantly impact case processing time. Furthermore, implementation of the new process has proven difficult because some INS offices have limited access to the Interagency Border Inspection System (IBIS) database and even where IBIS is available, many INS officers have not yet received any training on the system.
